Nigeria’s largest container terminal, APM Terminals Apapa, on Thursday signed a Memorandum of Understanding (MoU) with an indigenous firm, FREEE Recycle Limited, to recycle its used tyres.

In December 2021, APM Terminals Apapa carried out a successful trial by using pavement blocks produced out of recycled and compressed used tyres for exterior flooring.

Speaking during the MoU signing ceremony in Lagos on Thursday, the Terminal Manager, APM Terminals Apapa, Steen Knudsen, said the MoU is in furtherance of the company’s contribution to reducing the harmful effects of industrial wastes on the environment.

He said, “We are reducing environmental footprint in Nigeria, and I am super excited we have FREEE Recycle Limited to partner with. We are recycling the tyres into materials that can be used in other parts of the supply chain.

“It is important to partner with companies that have different expertise to complement our efforts to ensure that together, we reduce the environmental footprint in our businesses.”

The Procurement Manager of APM Terminals Apapa, Chinyere Adenaike, said the leading terminal operator remains committed to sustainability and protection of the environment.

“We are committed to always taking constant care to ensure responsible operational practices that minimise, reduce and prevent negative environmental impact in the community. At the leadership level at Apapa, we have committed to a thorough review of our capital investments in equipment to ensure it is in line with our Maersk global ambition of zero CO2 Emission by 2040.

“The commitment is not just on equipment, we are also looking into the lifecycle of our rolling stock, from cradle to grave. We are happy to have partners who share our ambition towards environment, and a port authority that firmly supports these initiatives,” Adenaike said.

The Managing Director of FREEE Recycle Limited, Ifedolapo Runsewe, commended APM Terminals Apapa for taking the lead in reducing solid waste in the country, and said that the MoU will enhance a collaborative effort in recycling tyres into reusable products.

She said, “This MoU will allow both parties to work together towards recycling of tyres, and we are excited that APM Terminals decided to take the forefront of this. We will be working with them for the next five years to ensure that all tyres generated within the facility are recycled into reusable products and re-used. We hope that more organisations will come onboard.”

The Chief Operating Officer of FREEE Recycle, Theopilus Okoyomon, said, “We know the dangers tyres pose to our environment. They lead to emissions of CO2 and they are a breathing space for malaria mosquitoes. APM Terminals leading the way is more like a clarion call to all other companies to step forward.”

A representative of the Nigerian Ports Authority (NPA), Maryann Okeke, commended the tyre recycling initiative.

“We do get a lot of tyres from Lagos channels. Our commitment to consistent dredging has opened us to solid waste that can be recycled, we are having discussions with the Lagos State Government and carrying out sensitization on the removal of solid waste from the habour. Sometimes, truck drivers would come to the harbour, exchange tyres and leave the damaged ones there. But having such partnership in place will help us to make use of those solid wastes,” Okeke said.

A representative of BASF West Africa, Oyewale Akeredolu, said, “For us at BASF, business success tomorrow means creating value for our customers, partners and environment today. I am glad to be here with FREEE Recycle and APM Terminals today – I believe, on behalf of BASF, that they are doing something quite remarkable. Not every company will find their wastes efficiently managed, recycled and reused.”

APM Terminals Apapa is the largest container terminal in Nigeria. With an investment of over USD438 million in equipment, the terminal has continued to introduce new innovations to help both shipping lines and landside customers achieve improved supply chain efficiency, flexibility and dependability in a cost-effective manner.


Denmark has topped the Paris MOU regional port state control authority’s white list of high performing flag states for the second year running.

The Paris MOU’s white list represents flag states with the least number of detentions per inspection over a three-year rolling period.

Only six ships registered under the Danish flag were detained between 2019 and 2021, out of 1,143 inspections over the period.

Denmark is followed by the Netherlands, Norway and the Bahamas in the performance rankings.

The Marshall Islands, which ranked at number three in the Paris MOU’s white list in 2020, has fallen to number 15 on the list in 2021.

Panama, the world’s largest flag state, ranks number 36 on the white list.

Estonia has been promoted to the white list from the grey list, with Morocco going the other way. Morocco has fallen from the white list to now be the best performer on the grey list.

Similarly, Egypt has fallen from the grey list onto the black list of high-risk flag states. The worst ranked flag state on the Paris MOU’s black list is Cameroon with 15 detentions out of 69 inspections.

Top performers

The top four performers on the Paris MOU’s white list of recognised organisations remains the same.

ABS heads the list of classification societies followed by DNV, Lloyd’s Register and ClassNK.

The Paris MOU said the performance of recognised organisations had been steady in recent years.

“Compared to last year, the recognised organisation performance level is at a similar level. It is noteworthy that in the last two years no recognised organisations have been categorised as performing very low,” said Paris MOU secretary general Luc Smulders.


The “White, Grey and Black (WGB) List” presents the full spectrum, from quality flags to
flags with a poor performance that are considered high or very high risk. It is based on the
total number of inspections and detentions during a 3-year rolling period for flags with at
least 30 inspections in the period.

The “White List” represents quality flags with a consistently low detention record.

Flags with an average performance are shown on the “Grey List”. Their appearance on this
list may serve as an incentive to improve and move to the “White List”. At the same time
flags at the lower end of the “Grey List” should be careful not to neglect control over their
ships and risk ending up on the “Black List” next year.

Regarding the “White, Grey and Black List” for 2021, a total number of 68 flags are listed:
40 on the “White List”, 21 on the “Grey List” and 7 on the “Black List”. In 2020 the total
number of flag States on the list was 70 of which 39 on the “White List”, 22 on the “Grey List” and 9 on the “Black List”.

For several years the Committee has closely monitored the performance of ROs acting on
behalf of flag States. To calculate the performance of ROs, the same formula to calculate
the excess factor of the flags is used. A minimum number of 60 inspections per RO is needed before the performance is taken into account for the list. In 2021 33 ROs were recorded on the performance list.

Compared to last year, the RO performance level is at a similar level. It is noteworthy that in the last two years no ROs have been categorised as performing “very low”.

Details of the responsibility of ROs for detainable deficiencies have been published since
1999. When one or more detainable deficiencies are attributed to an RO in accordance with the Paris MoU criteria, it is recorded “RO responsible”. Out of 528 detentions recorded in
2021, 64 (12%) were considered RO related (11% in 2020).

From the 1st of July 2022 the new performance lists will be used for calculating the Ship
Risk Profile.
