MANILA – The Maritime Industry Authority (MARINA) has suspended the passenger ship safety certificate (PSSC) of merchant vessel (MV) OceanJet 168 after the ship sustained damage when it hit a coral reef while traveling from Bohol to Siquijor.

In a statement on Monday, the agency said the suspension letter was signed by MARINA Central Visayas director Emmanuel Carpio on Saturday due to the damage to its starboard side propeller.

“Considering the integrity of the hull, and her machinery has been compromised, the PSSC of MV OceanJet 168, is hereby suspended in accordance with Administrative Order No. 11-19 or the Guidelines on the Suspension of Safety Certificates and Issuance of Lifting Order of Ships involved in Maritime Casualties and Incident; MARINA MC No. 152 and PMMRR 1997; Republic Act No. 9295 and its Implementing Rules and Regulations in relation to the Ship Survey System,” the letter read.

The suspension is expected to last until a lift order from MARINA after a thorough inspection and evaluation of the vessel’s seaworthiness.

MV OceanJet 168 is operated by Ocean Fast Ferries Inc. (OFFI) and is one of its largest vessels.

The ship has an open-air seating capacity of 87, a “tourist class” seating capacity of 230, and a business class capacity of 40 — totaling to 357 seats.

OFFI — formerly Socor Shipping Line — is the owner and operator of several fast craft (fast passenger boats) that serve routes in Luzon and Visayas. (PNA)

PIRIOU has just signed a new contract with TOWT for the construction of a second 81m cargo sailboat, sistership of the first ordered in early 2022.

The delivery of the first vessel is scheduled for the end of 2023, in Concarneau, while that of the second is scheduled for the spring of 2024. In the coming weeks, the construction of the first unit will begin on the PIRIOU site in Giurgiu (Romania) for a arrival of the ship in Concarneau next summer for outfitting. The construction of the second will also begin in a few months.

New Zealand’s largest rail transport operator, KiwiRail, announced earlier this month that it has selected our MAN 32/44CR engine to generate power onboard its new hybrid-electric fleet arriving from 2025.

The new ferries will move people and freight between New Zealand’s two main islands and are part of the Inter-island Resilient Connection (iReX) programme.

iReX is a USD 1.45 billion investment which will see KiwiRail’s two new, rail-enabled ferries coming into service in 2025 and 2026, and the construction of new terminal precincts in Waitohi Picton and Kaiwharawhara Wellington.

“The MAN 32/44CR four-stroke engine has proven itself over approximately 3 million hours of operating experience,” said iReX Ships Programme Manager Massimo Soprano. “Manufactured in Germany, these engines are highly efficient and will support KiwiRail’s goal of net-zero carbon emissions by 2050.”

The new ferries, which are being built by Hyundai Mipo Dockyard in South Korea, will be more efficient and support KiwiRail’s goal to reduce carbon emissions by 30 per cent by 2030 and be carbon neutral by 2050.
Elvis Ettenhofer, Head of Marine Four-stroke Asia Pacific at MAN Energy Solutions says the robust design of the MAN 32/44CR makes it well-suited for the demanding applications shuttling passengers and rail cars between New Zealand’s island groups.
He said: “I’m very happy to see it chosen for a project of national significance to New Zealanders. These engines feature our common rail injection system, well known for its flexibility, low levels of noise and vibration, and reduced smoke during engine start and operation, which are all important features for passenger ferries.”

Yara Marine builds on its current Vessel Optimization portfolio by launching the AI-powered ship operation support system Route Pilot AI to enable optimal energy efficiency for upcoming voyages.

Yara Marine Technologies (Yara Marine) launches Route Pilot AI, a cloud-based AI-powered ship operation support system that utilizes high-frequency data to calculate the most advantageous propulsion settings for upcoming voyages. The AI, which uses digital twin modelling to simulate operational parameters, will enable ship and shore-based personnel to calculate optimal working parameters to lower fuel consumption and realize the most energy-efficient voyage.

Route Pilot AI builds on Yara Marine’s current propulsion optimization solution FuelOpt, which enables real-time execution of energy-efficient voyages, as well as the associated performance management system Fleet Analytics, which is used to analyze and define best practices over time. The AI-powered system’s digital twin modelling draws on existing vessel data from previous voyages and historical sea conditions. These data are used to assess forecasted environmental conditions and calculate peak operational parameters for the vessel and route in question when carrying out the same transport work. Additionally, by employing machine learning, the system improves the AI-model’s fuel optimization capabilities with each new voyage.

Digital twin modelling and the use of AI also enable effective fleet management and improves communication between vessels and shore teams. When using Route Pilot AI, alternative routes can be assessed and compared in its voyage forecast performance system. Ship-owners and operators have access to enhanced decision-making as the AI compares a variety of estimated times of arrival and departure and evalutes which vessel in their fleet would be most suitable for the specific route in question. As a result, it sets smarter, more efficient operational parameters to optimize fuel consumption. These optimized parameters are then carried out by the FuelOpt system which adjusts propulsion while accounting for changing internal and external surroundings.

Route Pilot AI’s ability to reliably calculate arrival times – while optimizing fuel consumption – is a perfect complement to just-in-time arrival strategies. The system can be used to calculate virtual arrival times as well as the actual expected ETA under the forecasted weather conditions and with maximum fuel efficiency.

Intelligent Cargo Systems has extended its agreement with Hapag-Lloyd to provide the carrier’s complete managed fleet with the CargoMate platform.

CargoMate enables Hapag-Lloyd’s crews and shore-based teams to monitor cargo operations more efficiently and safely, while capturing data to further improve route optimisation and vessel performance.

Solstad Offshore ASA has announced awards of four new contracts for its subsea construction vessels (CSV), according to the company’s release.

The contracts have a combined firm utilization of 410 days, with additional options thereafter, on projects in North Europe, West Africa and Asia.

The contracts have a combined value of approximately NOK 260 million including addition services, such as ROV’s, “Walk to Work”-systems and project support. The majority of work will be executed during 4Q 2022 and 1Q 2023 by the CSVs Normand Australis, Normand Fortress, Normand Frontier and Normand Navigator.

The clients are recognized operators in the Offshore-Wind and Oil & Gas industry.

The U.S. Coast Guard and Global Diving and Salvage are preparing to raise the wreck of a commercial fishing vessel that went down in Haro Strait on August 13.

The fishing vessel Aleutian Isle began taking on water near Sunset Point on the west side of San Juan Island at about 1400 hours on the 13th. The Coast Guard received a report that the vessel needed assistance and dispatched a helicopter, a response boat and a small cutter. All personnel aboard the vessel were rescued safely, and it sank shortly after; it had about 2,600 gallons of diesel and oil on board, and a sheen of nearly two miles in length was visible by 1700 hours.

The Coast Guard formed a unified command for the response and tapped the National Oil Spill Liability Trust Fund for $130,000 in support. The funds have covered the cost of cleanup contractors, both along the shoreline and on the water. Over the course of the last two weeks, the vessel has continued to release modest quantities of diesel – too little to recover – and contractors have contained it with booms as needed. One additional wrinkle: one of the wreck’s 1,400-foot nets floated up to the surface, and the USCG had to deploy a buoy tender to haul it in.

The unified command has made a decision to seal up the vessel’s tanks and raise it from the bottom, eliminating the risk of future pollution. Using sidescan sonar, the search team found the wreck in about 200 feet of water just off Sunset Point. An inspection with a small ROV confirmed its identity and found that it is sitting upright on the bottom.

The depth poses challenges for a wreck recovery mission: for technical reasons, it will have to be a heliox commercial dive, according to the Coast Guard. The proper heliox mix has taken time to get, so the dive operations are only just now beginning. A crane barge barge, the heliox tanks and the dive team all arrived Sunday to begin work.

The operation will not be easy. In addition to depth, the divers will also have to contend with changing tidal currents, which will limit the number of hours a day that dive operations are possible. Due to this constraint, the preparations and the recovery operation are expected to take ten days.

Since the area is within the habitat of the Southern Resident killer whale population, NOAA and Washington State Department of Ecology have also set up preparations to deter whales using an acoustic device (oikomi pipes).

Anhui Changjiang LNG Company is engaged in construction and operation of Wuhu LNG river station, which is the first domestic LNG river receiving and transition station project. Having an annual LNG receiving capacity of 1.5m tons, the station will have three LNG loading and uploading berths, one container berth and one LNG refueling berth.

The vessel is scheduled to be operational in August 2024.

Ship-to-ship LNG bunkering has been underway in the Port of Shanghai since March this year for LNG-powered containerships belonging to CMA CGM.

The Baltic Exchange’s main sea freight index was little changed on Tuesday as declines to multi-week lows in the panamax and supramax segments countered gains in capesize rates.

The overall index, which factors in rates for capesize, panamax, and supramax shipping vessels, edged down two points to 1,564 points.

The capesize index was up for the second session, gaining 45 points, or 3.1%, at 1,510 points.

Average daily earnings for capesizes, which typically transport 150,000-tonne cargoes such as iron ore and coal, were up $369 to $12,521.

“The Pacific market seems to be the one under most pressure, having witnessed a week-on-week correction of 50%, given the losing sentiment, coupled with the excess tonnage capacity in the area,” said Thomas Chasapis, analyst at Allied Shipping, in a weekly note on Monday.

The panamax index was down for the 11th straight session, shedding 20 points, or 1%, at a three-week low of 1,938 points.

Average daily earnings for panamaxes, which usually carry coal or grain cargoes of about 60,000 to 70,000 tonnes, decreased $180 to $17,444.

Two more grain-carrying ships left Ukraine’s Chornomorsk port, Turkey’s defence ministry said, as part of a deal to unblock Ukrainian sea exports, bringing the total to leave the country under a safe passage deal to 12.

Ships exporting grain through the Black Sea will be protected by a 10 nautical mile buffer zone, according to long-awaited procedures agreed by Russia, Ukraine, Turkey and the United Nations on Monday.

On the other hand, 4 ships departing from Ukrainian ports yesterday and continuing their journey to Istanbul will anchor in Istanbul this evening and will be subject to inspection tomorrow.
